Pokemon cannot make Rare Candies. However, Pokemon with the Ability Pick-Up might be able to find Rare Candies.

Lillipup is one Pokemon that can have the Ability Pick-Up.

Back in Gold, Silver, and Crystal if you gave a Berry to a Shuckle the Shuckle will eventually turn the Berry into a Berry Juice. The Berry Juice will eventually turn into a Rare Candy if it was held by the Shuckle. This mechanic has since been removed. Currently, there is no Pokemon that can make Rare Candy.

There are a finite number lying around, you can by them with BP at the Battle Subway, you can trade for them, and any Pokemon with the ability Pick Up and level 21 or above can occationally find one.
