You don't. You cannot activate any Pokemon, shiny or otherwise. Shininess only changes two things about a Pokemon; it's color, and when it is sent out of a Poke Ball there is a little star animation denoting that it is shiny.

There is no possible way to activate shiny pokemon. You have an almost one in a million chance of running into one. You would have a better chance however if you get an egg from the daycare that was made by any Pokemon and a foreign ditto.

You can not "activate" shiny pokemon. You can only encounter them in the wild. You have a 1/8192 chance to find one
