You have never been able to catch a starter Pokemon in any traditional Pokemon game. You cannot catch a Snivy or it's evolutions in any game. If you do not pick Snivy as your starter, then you must trade for one.

You cannot catch a Shiny Snivy or any of it's evolution in Pokemon Black. However, you can System Reset until you get a Shiny Snivy as your Starter Pokemon.
You can also obtain a Shiny Snivy by Trade or an Action Replay Code.
