Go to the scientist up stars in castelia city near route 4. Answer with everyone happy then put simple connection.you will get a relocator at main menu. Download with another game when you start you get celebi.

Well, the event is over, but you would get it from a delivery man in the Pokemon city in castelia, and then go to the pier at the most left of the city (victory pier), and talk to the guy next to the boat. He will ask if you want to go to victory island. Say yes, then he will take you there. Navigate your way through the island. If you don't have the victory pass (the key item to go to victory island) you can't go. UNLESS, YOU HAVE AN ACTION REPLAY, THERE ARE SOME CODES THAT WILL GIVE YOU THE VICTORY PASS, OR VICTINI BY ITSELF. (I know Pokemon modifier codes do, but usually it doesn't work for me {though, take into consideration, hardly ANY codes work for me.})

You could only get Victini from March 6th till April 1st I think and you needed a Liberty pass and if you have that pass than you go to Castelia City (think spelt wrong) then you go all the way to the left and you go in to the road and it will lead you to a road that has a lady and I think an old guy there and the Lady is the person that will take you to Liberty gardens only if you got liberty pass.HOPE IT HELPS!!!!!
