The Scientist is in one of the buildings on the southern road. The relocator is found in the main menu (Continue, New Game...Relocator). You need the password to activate it. The password is EVERYONE HAPPY
SIMPLE CONNECTION
You have two put in the first half of the password, then the scientist will react and ask for the second half.
