If you obtained the Event Celebi on Pokemon Diamond, Pearl, Platinum, HeartGold, or SoulSilver, use the Relocator on Pokemon Black's Game Menu to bring it over to Pokemon Black. Using the Relocator requires two DSs. After you bring Celebi over, have it be first in your Party. Go to the building where the boy says nothing in Castelia City. The boy will turn into Zorua. It will then join you of your journey.
You can also obtain Zorua by trade, an AR Code, or breeding Zoroark.
