Question for Pokemon Black

In opluced city, a persn in one of the houses says a Pokemon that knows charge is needed to boot up his achine to go to the past. What Pokemon is that?

I strongly believe he is talking about Thundurus. It's from Pokemon White (Pokemon White has a Different Opelucid City) and it learns the move Charge at Level 55. I've never really tried it, but I really think that he's talking about Thundurus.

It may just be any Pokemon that knows charge, or it could be just useless dialog and there is no solution.

He's not talking about any specific Pokemon. What you need to do is trade a Pokemon with the move Charge from the other version, White to Black or vice-versa, in order to be successful. Once you complete this, the man will give you a Cell Battery, which is a hold item that raises your Attack by one stage when you're hit by an Electric move. However, the Cell Battery is a one time use Item, so use it carefully.
