Im at route 14 but I can't find him an there is no route 18 if there is it's gone cause I can't find it on the game

If you go up one of the Wtaerfalls on Route 14, you will find one of Team Plasma's Sages.
If you surf west of Route 1, you will get to Route 17. If you continue to go west on Route 17, you'll get to Route 18. Team Plasma's Sage will be standing near HM Waterfall on Route 18.
