Question for Pokemon Black
Ok so my ivysaur is lv. 22 can I ev train it like if I beat a lillipup il get +1 attack stat if I level up or something and if I train my level 100 Pokemon I need to beat 4 Pokemon and when I buy like a protein it ses it has no effect????

You can probably EV Train your Ivysaur, but you probably won't know all of it's EVs. You must EV Train a Pokemon once you catch / hatch it. Every Pokemon can only have 508 EVs.
A Pokemon at Level 100 cannot be EV Trained. The odds are that it has already gained it's 508 EVs while it was being leveled-up to Level 100. Pokemon at higher levels cannot gain anything from Calcium, Protein, etc. Higher leveled Pokemon's Stats are at the Maximum they can already be.
