Question for Pokemon Black

I have a action replay and there is a code that says you can have 100 liberty pass's,the liberty pass code works but for some reason I keep asking the lady and she won't let me go to the liberty garden because she said the boat only works in the evening but it was in the middle of the evening can someone please help me understand this?
