It would be helpful if you told what Ice-Type Pokemon you are trying to evolve. Anyways, most Ice-Type Pokemon evolve by Leveling-Up. Some Ice-Type Pokemon need to know a certain move while leveling-up to evolve, while other Ice-Type Pokemon need to hold a certain item and level-up to evolve. A few Ice-Type Pokemon evolve by use of a stone (I.e. Snorunt). Eevee needs to level-up in Twist Mountain to evolve into Glaceon.
There are a lot of methods to evolve Pokemon, so it would be easier if you told what Pokemon you are trying to evolve.
There isn't an item that makes all Ice-Type Pokemon evolve.
