Why can't I see Pokemon not on my pokedex when I go into the Global Trade?

Question for Pokemon Black

Why can't I see Pokemon not on my pokedex when I go into the Global Trade? For example, I Want to trade my Tornadus for a Chansey. But I can't see Chansey in my "Wanted" list of pokemon. Is there no way to trade for this Pokemon untill I have seen it in-game?

You must see a Pokemon in order for it to be in the List of Pokemon in Global Trade. It makes getting every Pokemon kind of hard.
