Question for Pokemon Black

Is there an action replay code to get a deino which evolve early. Like for example to zweilous at 35-40 at hydreigon 48-50

There is no such code. It is a pain to have to train a Deino up to such a level before it evolves, but once it evolves into a Hydreigon it is worth the effort.

If you have an Emulator there is a program that you can download which could modify your Pokemon evolutions (raichu traded a lvl 25 evolves into an Arceus) it's not authorised though.

The best you will probably be able to do is to find one of the Pokemon modifier codes that will allow you to catch a Hydreigon at a lower level. Other than that, there isn't much chance of evolving a Deino or Zweilous short of level 50 and 64 respectively.
