Question for Pokemon Black

I'm trying to figure out what moveset and level I should evolve Forsythia (my lampent),so what's the best moveset for a timid natured lampent,also what's the best level to evolve her with a dusk stone,because I'm fighting the elite four for the first time,and I'm Pokemon Black for the second time,and haven't used this ghost type since Pokemon White!Any good suggestions on what I should do?

I like this Moveset:

Flamethrower
Psychic
Shadow Ball
Energy Ball

If you do this Moveset, you can evolve Lampent into Chandelure at any time.
