I have heard people say you can get any Pokemon you want off arceus as an egg but how do you do that??

You cannot.
There was a tie-in with an event Arceus from DPPt that when traded to HGSS you could get a Palkia, Dialga, or Giratina egg. However this event is long gone, only worked for three Pokemon, and was not activated in Black version.
