Well, you don't really know. It's all about luck. However, there is an easier way.

All the Pokemon between Route 1 - Route 9 have levels lower than 40. When the storm is on one of those Routes, put a Pokemon at Level 39 at the lead of your Party. Next, use a Max Repel. After you do this, walk through the grass. If you find a Pokemon, it should be Tornadus (Since Tornadus is found in Black).

I would suggest you have a lot of Ultra Balls and Quick Balls.

I wold also suggest the Pokemon you put as your lead in your Party knows the move Mean Look. This would make Tornadus unable to flee.

Hope this helps!

You can only catch Tornadus.

There are weather reports in the gatesbut they don't stay accurate for very long. Wander between routes until you find a strong storm. Tornadus is in the southern half of Unova in the morning and the northern half in the evening. I trust you've found Tornadus outside the house on route 7 after being told about a storm on route 10.

Here's how you know. Between a city and a route, there is a building with an electrical bullentin board. When you just go in, go to the bullentin board and press the A button. Wait until it says there is a unusual storm in whatever the route it is, then fly to that route. If there is no storm then go back and forth between that routes bullentin board building, and the route. If tornadus doesn't come after a long time, then check the board again and fly to that route. When you finally hit a storm, go in the grass and you might find tornadus. To guarantee in, use a repel then go in.
Hoped this helped!!!
