If a Pokemon knows Rock Smash, it can indeed smash rocks. The rocks that are small can be smashed, not the big boulders.

Once you have what you need, a Pokemon can use Rock Smash can smash rocks. The smashable rocks are of the same design as the smashable rocks in every other game.
To use rock smash you need a pokemom that can learn rock smash. Use the HM rock smash to teach a Pokemon that can learn it, rock smash. Then, that Pokemon can be used to smash small rocks. Not big ones. To move the big ones you have to use the move strength. But in Pokemon black you don't realy have to use rock smash as much as the other generation of Pokemon games.
Rock Smash is NOT a field move in generation 5. I actually didn't realize this until I read an article on Bulbapedia. This means that you cannot use rock smash to smash rocks.
