Question for Pokemon Black
Is there a way to get a level 1 reshiram or zekrom without an action replay code? Or any other Pokemon like a samurott at level one? Or is there a code that can change them to level one? I really want a zekrom at level one.

I'm afraid it's impossible to get a level 1 Zekron without using Action Replay. :/

The only Pokemon you can obtain at level 1 are Pokemon that can hatch from eggs. No evolved Pokemon, and no legendary Pokemon (except for Phione) can hatch from eggs.
In the generation 4 games, it is possible to catch a legitimate level 1 Regigigas (Platinum), and through an event level 1 Palkia/Dialga/Giratina (HG/SS).

Lol, I really doubt that it will work, but you can try breeding them with a ditto in the daycare center.... Again I'm pretty sure you can't breed legendarys but I've never tried (if it does work will take 255 steps till an egg apears)
If that doesnt work then you could get pokeSav and there you can make a custom zekrom and reshiram and them make a ar code for it... Thats probably the best answer I can give you, other than the first idea there is no legit way of getting a level one zek and resh

Oh and breeding other Pokemon with a ditto besides legendarys, there will always be an egg, then I think it takes around 2,500 steps to hatch it :} but you can make duplicates on any Pokemon and when they hatch they will be lvl 1

Well there is no code for that and no you can have a zekrom or reshiram because all legendary Pokemon exept for manaphy and phionie can have eggs
