After you defeat N and Ghetsis, you can go to new places. One of these new places is Lacunosa Town. To get to Lacunosa Town, go east of Opelucid City, past Route 11, the Village Bridge, and Route 12.

After you defeat the Elite Four, you face N and Ghetsis in N's Castle.

"Tolacunosa Town" is not a real place in any Pokemon game. Don't waste your time trying to find it.
