You find them the same way you find all other pokemon. Through Random Encounters. However, it is only a 1/8192 chance that it will be a shiny.

1.find one
2.trade

You can increase your chances of hatching a Shiny Pokemon by breeding two Pokemon that come from games of different languages.
For example, if you place a Japanese Ditto (or other compatable Pokemon/other language) in a daycare with a Snivy from a game of your language (Can either be your own or someone elses) - Your chances of hatching a Shiny Pokemon increase to 1 in 1366 - Compared to the usual 1 in 8192.
While still quite rare, the is the most likely way of obtaining Shiny Pokemon.
The Pokemon must be from games of different languages. You cannot simply use a Pokemon from an English game with Japanese characters.
