Can you put that in a form of a coherent question? Black City doesn't "appear," it's in the same place the entire game. You don't "appear" in Black City, you enter the city like any other. People and buildings "appear" in Black City after linking with another persons game via the entralink and you must talk to the residents of their Black City or White Forest.

Black city is there the entire game! You can get into that city like any other city in Unova. To make it bigger you have to link with other people in the entralink and talk to their people in their white forest.
