If the relocator and/or the poke transfer lab are considered to be included in "the event", then unfortunately you can't catch a celebi in this game.

Celebi is an event only pokemon. Short of trading for one, there is no way to obtain one without an event.

You can use an action replay.because there is a random wild Pokemon code and I got a shaymin and a celebi.
