The only trainers you can rebattle indefinitly are the elite 4, champion, the person in front of the ferris wheel, the people in the stadiums, and the trainers in Black City. Cheren and Bianca also are rebattleable every day, but you must find and talk to them first (only after you beat Ghetis).

Most of the trainers in every core series Pokemon game
(Excluding Colluseum and XD) are not re-battle able.
However, some special trainers remain battle able again, such as
The Elite Four, Alder, The people in Nimbasa city in the sport stadiums,
And some other specific trainers. However, in BW2, there is The PKMN
World tournament, which you can battle all KINDS of opponents,
Such as powerf trainers like Champions from the previous gens, elite four
From previous gens, or gym leaders from previous gens.
