Because this game contains mostly all new Pokemon. Very rarely will it reuse any old Pokemon. Up point, but it makes finding older generation Pokemon extremely difficult. Just about need to trade any you have over from a Soul Silver or Heart Gold game.

Because Pokemon from different reigons obviously arent going to be bountiful in other regions. Or else, why would they make different reigons?

Maybe that the unova region is so far away that those from there had hardly see Pokemon from different regions besides those from unova.
