Well, first you'll need to go to the school and defeat Cheren. After that point, the gym should be open, though I suggest going to the dream yard. There you'll find a small monkey Pokemon given to you by a girl that will be at a type advantage to the gym. From there, you can simply complete the type advantage/disadvantage puzzle in the gym, and progress to the gym leader. Your gym leader will be chosen as a type advantage to your starter Pokemon, so I suggest you use that one you got from the Dream Yard.

First you go to Sriaton City and go to the Dream yard on the right of the city and go to the end and a girl will give you pansear panpour or pansage depending on your starter then go to the Pokémon school located on the left of the Pokémon Center an battle Cheran and then you can challenge the gym
