Okay so I just caught Reshiram and beat N and that old guy. Is it possible for me to get the national dex yet. If yes where do I get it?

I believe you must see all 152 Isshu Pokemon before you can get the National Pokedex.
I believe you get the National Pokedex from the Professor.

you dont need see all of the pokemon I didn't and I the national dexCyndevia answered:
You will get the National Pokedex after you have defeated the Elite Four and Team Plasma (Team Plasma members will come after you just defeated the elite four)
