Okay so I'm at the last case and the last day of investigating. I just talked to Will Powers and apparently if I ask all the questions my phone is supposed to ring but it hasn't. Do I have to do something else?

You need to talk to Matt Engarde in the Detention Center first, and maybe talk to Adrian Andrews too, also in the Detention Center.
