Near jeremy and phineas father you will find a plate like thing which takes you up to the top there when you enter the top take right and go straight until two or three sign boards are there. Take left there and jump into the golden scrap pile there and search ... And you will find propeller :D.

In the first one, the first door in the left, when you go through the 3 stage you see a building an on the top right corner you'll see Jeremy and P&F's father.
