If you mean other peoples dogs, sorry, you're out of luck, they can pop out whenever. If you mean dogs at the parks, same deal.
Well, one way that I've heard to get more presents and less dogs is to treat your dog really really well before a walk and then it will get more presents and less dogs.
Wat! I ALWAYS GET GIFTS! THERE TICKING ME OFF! I brought every house and I have 999,999,999 cash (max) and 99 gold bars 99 aleins 99 ufos and everything! I never get dogs! And I only got 1 dog! (dachshund) soo I NEVER get dogs I like getting dogs the only thing I got 98 of is buiscuts cause I giv him 1 everyday.
