You cannot enter it. You will exit a hidden room using this pipe. The hidden room is found in the room with the moving blocks & the star coin. On the righht side occasionally the blocks will stay apart; leaving open a small gap. At the right timing, jump into the gap. You will enter a room with a yellow pipe. Entering it will have you exit using the yellow pipe near the top of the tower.

At the yellow pipe, jump to the left and ride the wheel all the way up to the ceiling to enter the hidden room. Hit the block to get the propeller cap, grab the coins and hit the two bricks at the top for two One Ups. Exit through the yellow pipe and continue on, using the propeller cap to capture the third star coin.
