Actually, you have to go to 2-2 and get to the part where you have to step on a orange? and then you swim up to the coin room, and then you jump on the left ledge, and hit another orange? and quickly swim up to the platform, and walk through it. You will then see the red flag, and unlock 2-A.

Go to World 2-3. After the checkpoint, there's a ?button you hit that fills the room with water. Jump on the button, and quickly swim up. There's a small opening with coins in it. There's another ? button up there. Quickly hit it, and swim up. Run to the right and jump on the flagpole.
