Where is the 2nd ripped scroll I looked everywhere in the land of fire grasslands but I can't find it.

You need to be able to climb the mountain things and to break rocks. It's right before you rest when you're with Tazuna. You go down and stay south, you'll see the moutain thing and press (a) then you go to rocks and press (a) to break 'em, the Ripped Scroll 2 is in there.

Wait, that was the Make-Out Strap. The Ripped Scroll 2 is on the cliff north-east of the bridge in Land of Fire Grasslands.
