You need to make a heliport pad first. Torajiro can make them for you after you give him some blueprints. Once you have one, just place it down somewhere. Once you place it down, it will use up the helicopter marker thing.

1. You need to buy a heliport marker from that one dude at the lab for 5,000
2. You need to talk to people and help them out, like by talking or giving them something they need.
3. Go to torajiro and give him the blue prints you got from the people you helped
4. Place the heliport down like you would any other house or building.

You have to beat a game and get a gold medal so you can get heliport blueprints. Then, bring the blueprints to Tojiro. Next, have him build a heliport. Then you can place the heliport anywhere, except for the zoo. To place more heliports, you have to go to Martin and purchase more controlars.
