I've tried speaking to Helen about the mountains opening up, but all she says is, "The tourists feel the town needs to be a but more appealing." But I've planted and filled up all of the flowerbeds, added things to the Highlands and Woods, bought the house off of Elizebeth, so I don't know what else to do. I'm very nearly at my 4th star.
