Im on month 11 and I've finished the challenges that I have to do and my development bar isn't full and I don't know how to get I filled up

It is not only challenges that fill up the development bar. You also have to play with the child on the play mat, take them for walks and just keep them happy in general. At least that's my philosophy on the game.
