To make it go up you have to take the cuddly toy and shake it(bunny rabbit) it then will walk up the stairs using the banister

Mine will NOT walk up the stairs either it's frusterating!

You take the baby and drag him/her to the stairs . Then you tap the bunny icon in the bottom right corner and shake it in front of the stairs.

You have to get her super close to the stairs first
