Since you have beat Le Mu for the first time(sadly you have to do it multiple times),you now get to explore the Lost Universe(What would happen if Megaman didn't beat Le Mu) and beat the fabled IF bosses which are even stronger. After you do all requirements such as getting all 6 stars on your title,be Le Mu again and you will fight Rouge for one last time. He is pretty hard so try your best beating him. Hope this helps.
