To get to Apollo Flame you must obtain every standard card. To fight Le/Ra Mu Xa you must get the following stars.
S Comp Star - Complete the Standard Card Library
M Comp Star - Complete the Mega Card Library
G Comp Star - Complete the Giga Card Library
Tribe Star - Defeat Apollo Flame
Rockman Star - Beat the game/Le Mu.
Then you go back to fight Le Mu, and he will be Le Mu Xa.
