Walk to where you saw the guy showing off, and look around for a guy in a suit. Talk to him and there you go.

There is this guy in black staring off into the distance around the guy you say using matter waves. Talk to him if you look up quickly to look at his star carrier his best feature is good eyes. The guy with the matter waves you will need to talk to him and get a skyboard matter wave. Use it to get over to buds ticket and there you have it.
