Pages 1 -9. 9 digits
Pages 10 - 99 100 numbers with 2 digits = 200 digits
Pages 100 - 199. 100 numbers with 3 digits = 300 digits ( I.e. 509 digits in total so far)
Follow this pattern and you should be able to work out the answer.

Are they maybe not counting zero as a number/digit?
