The weights you need are 1, 3 and 9. Using weight 1 on one side of the scales and weight 3 on the other, you can weigh 2. Use weight 1 and 3 together to weigh 4, weights 1 and 3 on one side and 9 on the other to weigh 5. Weight 3 on one side and 9 on the other weighs 6. Weights 1 and 9 one one side and 3 on the other weighs 7 and so on.
