Use an action replay you can buy them at walmart or any store like that

You can go to the airway and keep on battle until you hit 99

Just equip exp rising items then fight in the airway

The Airway's the best way to gain massive amounts of Exp. Just keep going and defeating all the enemies and when there's no more just go out of the area and back in. As for Bowser your best bet is to keep fighting at Dimble Woods.
