Unfortunately I don't remember exactly when.... But he throws is back out after some main point in the story then mario&luigi have to fix it. So if you just keep going you should be fine.

Just play the game normally, and when you get the ability, you can go back and pick up what you missed. It is a vital ability in the game so don't worry about not getting it.
