Question for LEGO Harry Potter: Years 1-4

How to reach wizard level in Polyjuice Potion level? I need to get all 5 wizards hats, the one missing is to reach the wizard level

There are many levels in the game that you can't get wizard level right then, because you don't have some of the red bricks, which multiply what your coins are worth. Try going on through the story and come back after you have all your red bricks. Make sure you buy them from the Weasly twins in the Room of Requirement.
