you can buy it on the Matrix System that appears after you finish the game...the one on the Alleyway

Just a little more info for your question. The alleyway is only available after you upgrade your scan ability to level 2. The game recommends you to be at least level 20 to take on the floors. If I remember right it costs 7000 to buy it. Oh and the challenges are time limits. I hope this helps you out.
