Yes,but you must first somebody with Firestorm.
Press then on connect then press secretand then you will recieve a data with torch's team. Beat him in your game and then can you recruit him.

Yes, in every game before Inazuma 3, as long as the main team the character is on, or a special condition to recruit the character is fulfilled, you can recruit said character.

The only downside is, there are certain characters that are impossible to recruit. For example, in Inazuma 1, it was impossible to recruit Aphrodite and Poseidon.
