I am on Spring 21st in year 1 and I currently own the blue striped cart. However, now and even before this I've found I can't put anything into storage (in cart, storage chest, animal food storage, ect). Am I supposed to wait for some event where they show to to me, is my game broken, or am I just having a blond moment? Also, how would I put things in there?

You might need to reset your game. Mine works just fine but,you never know,games can always have glitches.
