I have completed many events with Vaughn and I have the blue feather and have even offered it to him but he says he wont take it and I want to know how to marry him and for him to accept the blue feather.

In order for ANYONE to marry you, you have to raise their love level or their heart all the way to 10. When you see them their heart will be big and red or you can look at your assets and you will see how many friendship/love hearts are assigned to a person. So just keep bringing him gifts he likes.
Also, you must have had your house upgraded twice and the husband's bed
