Dont worry, I'm having the same problem. I just looked it up though, and apparently you need to have the extra large house extension, and be married for 30 days. Took me forever to find that answer.
I found out the hard way i got married summer 30 and it was spring 12 and you can buy it at chens shop
you have to be married for 30 days and then you can go to chen's shop where it is now available and you get a child in 30 or more days
