If you meant he boulder that's blocking the cave behind the waterfall can be removed if you used the legendary sword. About the mine that gives you gold, silver, copper and mystrile ores, you have to go to the dig site at around 10 pm on a sunny day but Tuesday with your hammer equipped. You will unlock an event where Carter will let you open the 1st mine.
